I don't think this is a country-related issue. I've tried using cards linked to British and US based accounts, as well as a card from a major Brazilian bank. In all cases, the MQL5 system returns "Payment system declined the transaction", while the bank claims "We didn't even receive any request on our end". Anyway, if PayPal really isn't coming back, as @Sayadi Achraf mentioned, they should at least consider lowering the minimum wire transfer amount.
Have you linked your cards' underlying bank accounts to your MQL5.com Market Profile?

MQ said it's rejected by the (remote) system and they don't have more info. The card provider said they don't receive any request. We can't contact VISA or MasterCard ourselves...

A debit card has its own number like a credit card and a Visa/Mastercard logo, but its not a credit card. A debit card is generally connected to an underlying bank account, e.g., a checking account or a savings account. A checking/savings account number is not a debit card number. Try adding the actual bank account number to your MQL5 Payments profile to make the debit card work.
You obviously don't know what you are talking about. What you said is non sense.

Oh nooooo! I just did several test withdrawals and found that MQ no longer stores bank/card information whatsoever. The bank account that I originally registered with is totally erased, rendering my debit card useless.
Lamentation, lamentation, lamentation.😅
I'm going to wind up taking my Market products elsewhere like whatshisname in another thread.

That is not how it works. Irrespective of it being a debit or credit card, we provide the VISA/MasterCard number and other details, not bank account details.
That is the whole point of using a "card", because we only provide the card details, not bank details. This holds true for normal credit card, prepaid credit card or debit cards that use the VISA or MasterCard system.
