MetaQuotes company is registered in the EU (for taxation for example), and the payment getaways are mostly from the US.
It means: it is implemented all the rules and regulations which are issued in EU and in the US for example.

My example: I am outside US and Europe, and if I go to your country as tourist so I should accept all the rules and regulations of your country ... so - same here in MQL5: you are from your country but the company should implement everything related to the country of registration and the countries of payment getaways.

Once again:
the gateways are not US. The reason for not being able to withdraw, they are blocked in US
It is no longer available by PayPal's decision.
You may ask the users from your country about how they are withdrawing (because it is really depends on the country on some way sorry).
