As I see it, a very interesting way of cheating (below).
The matter is in Ukraine. We have PrivatBank and the Emergency Money service, which allows us to withdraw up to 2,000 hryvnias ($240) from ATMs without a card. ($240) without a card, like this:
We also have no problem buying SIM cards - you don't need a passport for that. And the scam itself:
further used the sms method, not the one described in the article (because passport details are hard to get without fingerprints).
I also want to emphasize that at least every fourth, or even third bank card in Ukraine is Privat card (worked in online acquiring, I remember the statistics).
The only slippery slope is that you probably can't restore a SIM card based on incoming calls alone, but the numbers called are asked a month or two in advance, not the most recent. So, theoretically, you could be forced to call back (especially as all operators have free on-net calls).
