Orders for Expert Advisors development - outdated

I would like to add new feature for my existing forex robot designated to trade on news. So, I wish to receive info in robot's "Experts" tab on what very exact times news arrived on. Using exteernal sources will bee neceassary to achive this (more in chat). Just times this moment. Can someone create an indicator that will give of a marking and alert on a candle with no wick.
