  1. You must select that programmer (notice the 3 choices Rejected,Candidates,Selected for each coder)
  2. Then you must upload a requirements agreement ,which is what you expect to be developed.It can also be an image or your conversation.
  3. If you agree with their budget and deadline set these in the respective fields.
  4. Then whats left is for the developer to accept these requirements and the project can begin.

go in the comments tab,click/select/choose the developer you are interested in working with(for your chat to appear), and click "ToSelected" on top of the chat.
You dont need to reject all others as they will be notified automatically.
proceeed with him/her to step 2.

 
If you want to accept a developer's offer, you just need to follow some steps.
