Before starting arbitration, it's a good idea to message the developer and ask for an update. If there’s no response within a couple of days, then go ahead and open arbitration.

I think the problem is me, not the developer
I have replied to the system asking for a specification, but I do not see what is the next step. I think the developer is still interested. What do I need to do to cause initiation of the design? This is my first activity on this site

These are required for the developer to formally accept the job; without them, the project doesn’t start.

- Go back to the project page, and check if it’s asking you to enter or confirm the budget and delivery time.
- Once those are in place, the developer will be able to accept the job, and the system will reserve the funds.

in Freelance all developers are verified -- without verification, developers are not allowed to work in the service -- verification is not required for the customer.
to start working with a developer:
-- you need to move it to Selected
-- after that the "Progress" menu will appear on the right
-- you will need to confirm the "Requirements Negotiation" step -- to do this you will need to attach a task and you must have the agreed development amount on your balance
Just to clarify my side: my mention of the 10 working days was based on the assumption that the user had already selected the developer and initiated the project, as he had stated earlier.

V. Arbitration Order
3. The term of accepting the arbitration application is 10 working days. The term of making a decision of the arbitration is not regulated and depends on the actual circumstances of the situation in question.
But as it turned out, the user hadn’t finalized the negotiation steps yet, so you’re right, the job wasn’t officially started and no time limits apply at that stage.

I have opened a request for a developer to code my proposed EA
The title is Superfriend EA
I uploaded the specification & received 6 responses
I selected a developer - the one at the top of the list (number 1) - from Kenya. He said he understood the specification & could build it
I was told by the system to provide the specification, which I did (screenshots 99, 100 & 101) - which is identical to the original specification
The project appears to have stopped at that point
How do I move it along?
