As I understand how it worked before, if the developer instigates arbitration and there is no response for a week, it will automatically be decided in favour of the developer.

Same the other way round.

I'm developer and in my case Customer don't respond in the finished job more then 1 week, and arbitration didn't finish the job. I don't know why. I wrote to support and wrote in the forum, but no any actions from arbitration.
