4. Set impact filter and warning times

Optional: if the calendar feed is ever unavailable, UMNi-NEWS can read a backup file (MQL4/Files/UMNi_NewsEvents.csv, one event per line: YYYY.MM.DD HH:MM,Event,Currency,Impact 1-3).
