NASDAQ is in talks with several brokers regarding the listing and launch of private stock exchanges, including the use of so-called dark pools.

Currently, there are about 40 brokers competing on 12 public exchanges, including NASDAQ and the New York Stock Exchange's InterContinental Exchange.

"Dark pools are subject to fewer regulatory burdens than other financial instruments, but they too have come under increasing regulatory pressure in the past few years, which comes with technological costs for many companies.

"Dark pools do not have to provide trading information, for example regarding asset prices and currency movements. It is worth noting that almost every major bank has "dark pools" that are used in its operations. Barclays and Credit Suisse have previously agreed to pay more than $150 million in compensation for allegations of manipulation of dark pools.
