Then let's exclude .zip , .jpg , .ex4 , ex5 and others, from the rules. And the issue will be resolved! :-)

I like the way @Ryan L Johnson phrased it. It is technically impossible to deny a user every opportunity to break the rules of a resource. Just because you have the technical ability to do something doesn't mean it's allowed. Be guided by the rules and common sense.
 
Recent posts about .ex5 files are off-topic here. I'll move them elsewhere later.

And if you ban, then specify the specific point that the user violated. Otherwise it is a manifestation of aggression through power, not defence of order.

Question about banning files in the rules. I don't see any ban.

As for notifying users about the reason for the ban, the one who was banned must know the reason, and the other users must know how to behave. Ban is a disciplinary punishment that affects the social life of the community and has correctional and educational functions.
