how can i transfert this conditions into mq4

I want to add  conditionsto the expert but I'm not good in the MetaTrader programming language.

The expert shall have the following instructions :

after 4 hours from the  opening of every trading day (my time is gmt+1) the expert take the highest and lowest price and if the price is above 3 point it will open Order buy, and if its under 3 point it will open order sell

3. learn to code it. If you don't learn MQL4/5, there is no common language for us to communicate. If we tell you what you need, you can't code it. If we give you the code, you don't know how to integrate it into yours.
4. or pay (Freelance) someone to code it.
