You will see the free minutes as an option, if you try to register a new MQL5 VPS with the same MQL5 account.

better use outside to get more freedom 
 
The MT5 Virtual Hosting VPS does not support WebRequest — this is a known limitation. The VPS runs a stripped-down version of MT5 that blocks all outbound HTTP calls, which is why NewsAPI is stuck on "initialising". how true is this ?
