No, I don't agree about the "special mentality", about "you can't understand Russia with your soul"! These are tales like spiritual staples.

People are not stamped robots with labels like "made in Russia", "made in Germany", etc.

As for the mentality, the morass with the laws didn't start so long ago. This has nothing to do with power. In any private office, where power of any kind is out of the question, employees with an honest and conscientious attitude to work are always in short supply. Before I retired, I was in the trading business. I changed salespeople like gloves, they were stealing all the time.
