Sometimes the simplest thing takes time. You shall see the code and you will laugh (probably the same way as I did). That is all, as far as the code is concerned. But it gave me headache for some time (as you know). Sorry for making you wait

Here is the indicator : ish.mq4

It will not work on time frames greater than the hourly (already 4 hours chart can not be used to bound the data on arbitrary hour). Added an option though. By default it does use the open, but you can use any price you wish

PS: it works according to this "After that you tell the indicator to recalculate every time you go past the 24 hour mark..." part of your request

I think some thing need to be fixed either in the non-histogram or histogram version, there are several non matching points as it can be seen in the attached figure, I couldn't catch the problem but I believe you will.
