Top indicators are nothing that you may not find on tsd, but the indicators names i would tell you roughly what they may be, but the settings you may just need to refer to that screen and time-frame, scroll your chart back to that area and keep tweaking the settings till it looks that way.
It seems to me like the LSMA or non-lag ma (the red-blue ma), a regular stock mt4 MA with its own settings and the ma crossover or maybe 3 ma crossover or 2 ma crossover signal arrows with the symbol of those arrows changed to dots and arrows, with settings tweaked such that when stock ma crossover non-lag color MA it draws an arrow and when regular ma changes it angle or a smaller ma crossover it draws the dots.... hope this helps..

Unfortunately I think it's a elite section indicator. You will have to as Mr Tools about it, Im sure he made it.
