Can I give a link to this site in the description when publishing the product. Will it not be a violation of paragraph IV.3 of the rules of using the service?

Give a description in your product. The message about the site can be embedded in the Expert Advisor itself.

Is it allowed to add as a separate product a variant with the prefix ru in the name, containing notes and input parameters in Russian?

Thanks, that's almost good. But with input parameters it seems that this method will not work.
