what do you mean by wifi? is that connected to the same ip address as the ethernet? or is your wifi connected to cell/mobile device with a different internet connection?

i agree that this could be your problem, which is why you need to chat to service desk and explain to them. ask them to check if your Ip address is blocked. and ask them to unblock it.
However -- 403 error is mostly common response from local issues. I suggest that you "read up" on the pages that the moderator referred to, and then, contact the service desk if your issue persists.
