Only1.5% commission+ 1 EUR with no extra cost. I transferred USD to a visa on Privat24, then changed it at the bank's official exchange rate.

With the amount less than $20, the transfer is unprofitable due to the commission of1 EUR, but with $30 is already ok, even more profitable than through webmoney for "their"

What do you mean no? All receipts into a natural person's account are subject to 19% tax.

If you do not pay it, it does not mean that you will not have to pay it in the future, unless you have nothing to take from you for tax or penalty debts, then of course you don't have to worry:).
