My advice from practical experience. If it were up to me to buy a PC today, and there were no financial constraints, I would buy a gaming laptop to indulge my desires, and for work an "onli" server.

Today, high performance PCs create about the same level of noise as specialist "server" equipment.

Hence, you should have a room for such toys :) and a cooler with a temperature not exceeding 22 degrees so as not to torment your loved ones.

 
By the way, I can't say for sure, but I've heard that the average temperature in British flats does not exceed 22 degrees. They say our people get used to it, but then they get used to it :).
