Maybe it will be like this - on resolved issues, delete posts from this thread.
All this could be automated based on a reputation system. If, for example, user X starts getting complaints (a lot of different people hit the "Spam" button), his rating goes all the way down to negative, when the ability to post anything is blocked by the site.
So some group cooperates and starts fighting not the spammer, but the undesirable person, bringing his rating down to the basement, and? How does one then fight this?
Well, it's not my personal concoction regarding reputation and consideration of community opinion in relation to individual individuals. This is a technical problem, which the developer of each site is free to solve in his own way (e.g. by developing algorithms for identifying fraud) or not to solve.
By the time they do, the poor guy's rating will have collapsed. And then it's a matter of time before he's reinstated... If at all.
I have a precedent on one site where bonus funds can be transferred to one's trading account.
