To allow the Expert Advisor to fetch live institutional exchange calculations from the cloud engine, you **must enable WebRequest**:
1. In MT5, open: **Tools -> Options -> Expert Advisors**.
2. Check the box: **"Allow WebRequest for listed URL"**.
3. Add the exact server address to the list:
