Money is needed after the TOR is agreed upon: the contractor accepts it, and your money is frozen. Until then, you can create a request in Freelance without money and start the process of discussing the TOR.

Excerpt from the Rules:

II. Order fulfilment procedure

1. The order in the process of fulfilment goes through the following steps:
   1. Work Agreement
   2. Agreement of TOR
   3. Demonstration
   4. Handover of work
   5. Payment
2. At each step the Customer and the Contractor confirm fulfilment of their obligations at this step.
3. Passing to the next step takes place only after receiving confirmation from both parties involved in the Order.
4. Only one Contractor can be selected for each Order.
