You can only withdraw funds earned here.
As for bank transfers, I don’t think they’re available to Russia.
As for banks (and here it doesn’t matter whether you’re a Russian citizen or not, as long as it’s to a bank card), you can give it a go.

Can you please confirm whether I can withdraw my earned MQL5 funds to a Visa or Mastercard issued by a bank in Somalia? Also, can I withdraw directly to a Somali bank account using Bank Transfer? Please confirm whether Somalia is fully supported for both methods.

A year ago, USD/EUR transfers via SWIFT from the EU were restricted to citizens of Kazakhstan only. You’ll need to check with the bank to see if the restrictions have now been lifted and whether they apply to cards.
