  • paid 6% - which included part of the compulsory 17 - for example - paid 4% (was 6%) + 2% (part of the 17)

If IE does not work (no revenue for the year), then 17k is a mandatory payment (if IE does not work - then there is no 6%, and these 17 are no longer included in that 6%). Then it is bad.
