There is no definite answer, all its relative.
Personally I prefer MQL5 VPS because its easy to setup and monitor, without complicated access.
There are cheaper and much more expensive VPS options, but MQL5 VPS is integrated into MT4/5 terminal and that makes it much easier to run.
As for its uptime, it near to the usual 99,99% advertised for any VPS, you only get some restarts over upgrades once every few weeks (that last for a few seconds).

When MQL5 VPS restarts, could it cause any error for EA?
Because for some spacial EA, we need download ticks when start to run it, but we can't do anything when MQL5 VPS restarts.

With most EAs there is no problem, they are loaded again succesfully after each such MQL5 VPS restart.
A problem that I find in such restarts is that any virtual break even or trailing stop loss settings are removed and then the EA has to re-calculate those at current price levels.
