But for some reason everyone is allowed to answer indiscriminately, and the votes are then counted at face value, equating the vote of a reasonable person to that of a fool.

Yes, it is important to recognise the value of people, I am personally in favour of meritocracy in one form or another.
At the same time, the losers and people who have sunk to the bottom should not be disenfranchised altogether.
They should still have basic rights so that they have a chance to rise.
