For simple reproduction an average family should have about 2.5 children. This is far from the case in Russia among the Slavs. If incentives are not created, the Slavic population will gradually die out. The country will gradually become Muslim.
You are arguing for birth control in poor families and aren't you afraid that the factories will be short of workers? Because the children of rich families will not go to work there.

I would call fair the situation when there is no infringement on property, when laws are applied equally to all, when the product (and profit) from the use of property is guaranteed to belong to the owner, + when the inhabitants can choose how the collected funds of contributions to the state budgets will be used.
The latter is present in an embryonic form in the so-called people's budgets and initiative financing projects, but it is not enough and I would extend it to the entire tax and budget system.
