Nevertheless, I myself am very, very interested in this question. And lately I am actively researching it. So if anyone has interesting insights - do not hide)).
It turns out that if it slows down for 3-5 seconds this CA is somewhere on Mars. And they said that there is no life there.

Copper is used by the periphery. And that's it!!! All the main lines of communication are made with optics. Look at a map of optical cables - you'd be very surprised ;)

There are a lot of such dodgers in brokerage companies, so I don't think such a trick will work.

If it exists then it means that there are conditional probabilities which will cause the difference of unconditional probability in comparison with unconditional one. This difference can be pocketed, if it exceeds the overheads: spread, broker's commission, swaps difference, etc..

There are faster DCs, or more honest - I don't know, and there are some that are delayed - that's probably what we're talking about, but it's not three seconds - it's microseconds and it's the same 50/50. Get two monitors from different systems, one faster and closer to servers, pick up a faster DT and get an earlier signal...than some kitchen that only collects money )))))). For the same TV channels and programmes, the delay is definitely noticeable on different frequencies
