I tried on 2 computers (32 bit for MT4, and 64 bit for MT5).
I reported to the service desk with the link to this post #8 (I hope they will be able to reproduce it for possible fixing for MT4).
No idea about the Signal server connection for MT4 (I can not check it sorry) but I hope that the service desk will check everything related.

As far as I know - some external VPS provider was removed from MQL5 services (post #19 in Russian forum) but I check with my home PC with home internet so - for information.

I have already tried all the suggested tips: IE security settings, delete .dat files in community folder, restart MT4, restart VPS, ecc
I want to point out that I have TWO vps and I have the SAME issue on both....server side issue?? Anyone else?? Please help me I don't know how to solve this issue!

Old thread, but there are several of those 403 issues.
I've exactly the same issue on two terminals of my VPS since today (never before since years), trying to install an product which I bought.
Did all the steps which I where able to find as suggested solutions especially from @Sergey Golubev
Yes, latest IE.
Yes, community login checked.
Yes, even tried latest Beta version after this issue.
Yes, restarted terminal and VPS several times.
Yes, deactivated Firewall.
So, what about this issue?
UPDATE: It effects ALL my 6 Terminals from out of nothing. The environment didn't changed and everything worked out fine before. I tried also https://www.mql5.com/en/forum/238098#comment_9026407.
UPDATE 2: Changing IP address of my VPS from forexvps.net didn't worked out. Same issue.

If you tried everything so there are two possibilities only -
"All Zomro VPS provider with subnets was blocked ..." according to post #19 , so seems, your VPS is on subnet of Zomro,
or VPS provider installed some firewall or antivirus or any on their servers (the servers where those VPS instances are located).

ForexVPS support told me that they'd have to install a new windows template on my VPS - I backed up my set files and let them do it.
It is now back up and running on the same IP address/port and login. So I guess that it was (at least in my case), a problem with the VPS rather than being blocked.

I know all the standard answers from forum (usually all the same) and did/tried all the steps. I even changed IP address of my VPS from forexvps.net. Same issue.
"if your VPS provider was blocked from the Market so there is one decision only: change VPS provider" -> and that happens from out of knowwhere? Everything worked out for years till beginning of this week. So just Jesus knows it and customers don't get any feedback about it? Yesterday I opened a ticket. So where does user and also CUSTOMER does knew about this? Support? Or simply accepting it because MQL5 is like it is? Really, I'm a bit pissed since like I wrote, everything worked a few days ago. No hardware change, no software change, just simply stopped working. This stinks.
And the whole behaviour is even more weird. EVERYTHING is working while browsing through the market incl. listing all existing EAs I bought, but not installing. I don't get the behaviour.

If it is related to ForexVPS so two users fixed it with ForexVPS support: they (VPS support) installed new VPS for them with new IP, and it is the proof that
this VPS provider was not blocked from the Market - it is VPS provider who installed some additional feature on his server and so on.
If it is your case/provider (or not) - write to VPS provider's support (on the same way as the other users did for example).

What was the solution? Since changing the IP didn't help, I got following answer: "The solution is to reinstall your VPS with our latest template of Windows Server 2012".
Yes, I had to reinstall everything, each EA had an additional activation then...
However, I also got from MQL5 the answer, that they do not generally block IPs of ForexVPS. But they couldn't name me the root cause. ForexVPS either. So long story short, the reason for that issue from out of nothing is not clear, which is quite unsatisfying.
But I hope this will help some people.
