How to add Broker's GMT Time

I want to use the GMT Hour of my Broker's Time. Please somebody help me how can I get this information.

MT4 misses a feature to sync the time on the chart with a traders local time.
Has somebody seen an indicator that plots the local time above the broker time, like on the attached screen shot ? Or can somebody code it ?
I Googled it but got no results.
If somebody wants to code it:
Time shift should be of course an input, also the amount of bars and the position on the screen. This in case there are other (under, separate window) indicators, because than you want the Local Time Indicator as the lowest window just above the broker time.
I am for sure not the only trader that uses "TIME in the day" as a trading criteria ! In that case it is very difficult to see what happened in the past if the time on the chart is not at all related to the traders local time. Let alone DST changements ... Please help !

Does anyone here know how to write a time range indicator where it will draw 2 lines (for high and low)?
Basically, I want to draw a high-low for a First 30-40 mins range when the market opens as - for each new day.
Also wish to draw the fibonacci for the range both sides......
Any assistance is appreciated!
