There are some people who are using Freelance service so they are freelancers (self-employer or an independent contractor
who earns wages on a per-job or per-task basis, typically for short-term work). They/freelancers are not part of MetaQuotes company and they are not working for them.
Freelance and freelancer are the term. They can be coders/programmers or not.
There are freelancers in Freelance service irrespective off - they name themselved as the developers or not (so it depends on the context about - for example - "developer of what?").

Unfortunately, given the low prices that the customers demand (due to ignorance about the work involved), and their unwillingness to accept advice from the "developers", they effectively end up pushing away the "developers", leaving behind only the "coders".
The result is that "developers" will inevitably decide to offer their services elsewhere or independently, thus reducing the available quality of what is offered by the Freelance service on this website.
On the opposite side, however, the quality of the "customers" is also extremely low, so it ends up balancing things out.
The quality "customers" who actually know what they need and understand and respect the work and effort required for project, will seek out proper "developers" and stay away from the Freelance section.

How does one seek out a "proper developer" ?

By seeking elsewhere! Prices however may be much higher than those practised in the Freelance section.
Alternatively, clearly state your "developer" requirements in the Freelance job requests and negotiate the terms with the applicants.
The quality of "developer" you get, will only be as high as the level of quality you exhibit as the "customer".
They take the Specification as a Blueprint and will not deviate from it.
An additional reason they don't deviate from the specification is that the project might go on forever and they can't afford that , not to mention what happens when you tell someone their project is not feasible logically , there are freelancers who may not be able to afford being that upfront if they don't know their counterpart.
But there is another issue which is "under the hood" so to speak .
Excitement .
New freelancers will be excited because they also learn but the quality and their "range" of abilities will be small , "veteran" freelancers ,veteran regarding mql5/mql4 , cannot get excited.(correction , cannot get excited easily other than for what they are currently obsessed with)
So , when you ask a freelancer to give his ideas too if he has any you don't want to see the face he makes when he reads that :D.
An interesting approach would be -if mq could find a way to implement it - to have ideas and backers . The reverse of projects for coding .You'd have other issues however with that approach.
So find someone who can get excited or is excited about something already and if they are not provide $ incentives.

Find products similar to your idea , identify the seller who understands the whatever you are after , if they are not in the popular pages then they are not pulling a lot of sales .
Buy their tool , leave a good review message them . Tell them you can partner up and you have ideas , make a good offer , tell them to remove their products from the market too if they agree.
So you get someone who is well versed in the subject and your thought process has a common ground (evidently common) .
Thus instead of starting up from "does he/she understand it?" "he/she said yes but are they honest?" "will they delay it?" "do they care?" "are they excited?" etc. you are starting up from an advanced stage .

Touche it might start the relationship on the wrong terms .If the offer is good however they might consider it.So this could turn to "if the seller offers to take it down accept it".
Buying the product and reviewing it was toward starting on a "friendlier" note .
You will end up buying up multiple products before you are even know if the author is willing to work on the project. That is not good business sense.
Dialogue and negotiation goes way better when both sides are on equal footing.

Are the freelancers here Coders or Developers ?
Coding involves implementing the set of instructions in a form that a machine understands and in a way that is optimal.
Development is about delivering a proper product and maintaining it.
Development encompasses the processes of creating a complete package to the pleasure and satisfaction of end users.
IMO ... the freelancers here (least the ones I have encountered) are misrepresenting themselves.
