It is not about price formation but about counterparties, i.e.
You do not trade on the Exchange with a DC computer, but with a real person (firm, bank)

On the Exchange, any order or transaction can be verified.
I don't believe on the Exchange anyone trades with a real person as a counterparty.
Both sides are taken in by the market makers.

Ideal conditions for arbitrage - that is why the DCs are fighting high-frequency trading by all means and methods.
Banks on FOREX have the same quotes, because high-frequency trading is not forbidden there - arbitrageurs smooth out quotes
