I see. Thank you. Then as an alternative, I guess Pay Pal could be used. Judging by the reviews on ePayments, it's too much of a hassle.

 
By the way, do they charge for the management of Payments cards and accounts and what is the rate? I haven't found any information anywhere.

for example by converting WebMoney exchanger I always get more than the official rate, for example 2 weeks ago I got +4% to the rate (on average +2%)

If you do not need a conversion, you can use PayPal (2%), but I do not need ePayments (0%).
