You can't put it on DOLLAR cards. That is the law in the Russian Federation. But you can withdraw to rouble cards for good measure.

Whether you have a dollar card or not makes no difference. In RF only with forced conversion to roubles according to eP rate. Now it is 2 roubles worse than Central Bank rate
