Deposit the necessary funds into your MQL5 account first and then use the MQL5 account way of payment, during your MQL5 VPS purchase.

I made a deposit of $42 but each time I try to subscribe for the 3months vps service it shows an error message of insufficient fund. Can’t even subscribe for the $15 package

If you made a deposit using this page (it is your profile) https://www.mql5.com/en/users/nickieee/accounting/choosein
so you should be able to subscribe (and you should see your fund on this page on the right side for example).

You should connect to your trading account (MQL5 VPS is provided per trading account), fill Community tab of Metatrader with your forum login and forum password.
Your forum login is nickieee (do not use email for login and do not use google/facebook related password).

WebMoney service for recharging account deleted?
There is no WebMoney option to top up your account, but WebMoney is enabled for withdrawing from your account.
