Does your broker is in GMT +2 (TimeZone=1)?
Take a look at the history.. quite often market starts moving couple minutes before the exact time.. looks like news are not published at exact time.. looks like they allow couple minutes yearly publishing
Some trades were opened on the news (attached).
Please note that I am testing the two settings - see post #1.
Just hope that everything will be closed in profit in SessionEnd time (see settings of EA).
Statement updated. All the orders were closed in profit yesterday.

I tried to test EA on the real account.
For GBP Industrial Production m/m:

TakeProfit = 50;
TrailingStop = 10;
InitialStop = 30;

No problem with opening of pending orders.
