I tried to set it up but I can't even get a message in the log that a new message was received one and only message I get in log is "starting signal #telegram id"

Please read about setup here 

 -  Download Telegram to MetaTrader App here, then extract all file to your PC, run file Telegram2MetaTrader.exe

 -  If the App not work, then you must install "Microsoft Visual C++ 2015 Redistributable", download file here or at link . Skip the step if your Windows did install it before. 

 -  The App is only support Windows, but not support for Windows 7 and lower.

 -  if your signal use Image, you need to download tesseract here, install tesseract, normal it will install to folder "C:\Program Files\Tesseract-OCR\tesseract.exe", if path is different, go to Telegram App folder, open file tesseract.set and replace path.

 -   Do not close Telegram2MetaTrader Apps when run EA on MT4 / MT5.

Hi, I have a problem, when I try to attach the EA to a chart it always pops out an alert saying: Let input Chat ID of Telegram Signal !

What does it mean?

No, only copy ID ( the number ) not input name

Yes, you must input channel ID to EA get signal from it.

Strategy ID or Magic number : no need to change it, but if you run more EA with same channel , then you must change it.

Another question, is it possible to do a "Martingale Layering"?

For example, when a telegram message arrives with inside something like "layer buy/sell now" this EA should open a predefined number of positions with a fixed lot size. Are there any settings that I can modify to do something similar?
