Stochastic reading

Hi, 

I was thinking of making a scanner, that scan a selected pairs for Stochastic reading  in more then one time frame. ( MT4 Platform)

Example: Reading of Stochastic More the 50 on both 4H and 1D then the scanner will display the pairs that applied, and when clicking on that pair will open a chart to that pair ( ether new if its not already open or will popup the already oped chart).

i should i the option of the flowing:

1. select the pairs to be scanned.

2.  select the time frames it could be 2 or 6 at one like scan the market for more then 50 on 15m, 4h, 1d at the same time

3. have to scan for more then and less then specific stochastic number.

4. the ability to click on the pair that opens already opened chard or new chart.

5. this scanner does not have to be real time just when requested.

please let me know if this is possible and the cost and time to do it.
