Can't install MT5?
When I try to install MT5 this comes up.
Have downloaded it before with no problem.
What can be the issue (without the obvious that I already checked)?
ALWAYS download mt4/5 from a broker. The installer from mql5 website is for testing of the program only and is often full of bugs.

You’ve got an IP ban — I have the same problem: I can’t download MT4/MT5 anywhere, and during installation a proxy window pops up. You probably set up the VPS on your home IP; that’s exactly what I did so I wouldn’t have to pay external companies for a VPS. Now I have the same problem.
If that is the case, it sometimes happens with dynamically changing IP addresses. Like a recycled phone number, who knows who had it previously.
Proton has a pretty good free VPN service. You can "be" in Japan, UK, US... many places around the world. I don't use it for trading purposes, but I do use it for anonymous tips, etc.

I have a static public IP, which I also pay for so I can access my VPS from outside my home. Now that MetaQuotes has banned my VPS, it has also effectively banned all the computers I have at home, because they all use the same IP.
Where can I send them a message ? There is only a chatbot and a forum link, but no way to contact them directly or send a message.

Was that a Metaquotes partner hosted VPS?
If so...

- "Using Virtual Hosting service with the help of a third-party modified interface not provided by MetaQuotes Ltd on www.mql5.com website nor by MetaQuotes in its software."

If not, third party VPS providers get banned once in a while due to other VPS subscribers' malfeasance at the same VPS.

No — it was my own setup, installed on a home Mini PC with Proxmox virtualization and 2x Windows Server 2016 and 22. It was running 24/7 and used only 10W of power.

I see. Without making any specific accusations against you, the language of the MT5 use terms appear to be broad enough to encompass such a setup:
"You shall not use the Product in any third-party Software Application that in MetaQuotes' discretion is actually or potentially fraudulent or inappropriate or contrary to the provisions of this Agreement" (emphasis added, Metaquotes Ltd. End-User License Agreement § 2.8).
Therefore, no actual nor committed fraud is required. The mere appearance of anything that is potentially inappropriate is cause for termination without notice. Other terms require immediate uninstallation of MT5.
I fear that you are correct in saying that you were banned for the reason that you state. I'm not so sure that anyone here is going to coach you around it. Given your level of technological "sophistication," you likely already know what the hard fix is. 😬
