When you create a "new language", English is given as its base. This is very inconvenient.
For translations it is better to specify which language to take as a base. For example Russian will perfectly fit Ukrainian, Belarusian.
Or for example I know Greek and Russian. Then of course for translation into Greek I will be much more comfortable to look at Russian than English.
So to be honest, I can sympathise with the pioneering translators. It will be hard for them to copy-paste. There are a lot of resources.

It's not a typo. The ampersand is placed before the letter that will be used as the shortcut key. In the first example, both commands start with the letter "C". To avoid confusion, the first command is assigned to Alt+T and the second to Alt+C.
The main condition is that these combinations should not overlap within one submenu. Otherwise, you will have to additionally select with the cursor which command to run.
