Yes, it repaints.
I don't think that any reasonable solution for this indicator exists. Maybe you can take a look at this thread https://www.mql5.com/en/forum/179290 and I think you can find the information needed to understand why it can not be corrected

As far as I see that is a reworked (crippled) dynamic zones OMA or dynamic zones jurik (but judging from the smoothness it is one more average - OMA)

According to the image the indicator belongs to this site Forex Galion, but as always in this kind of situation the examples shown in the site could easily be achieved with a moving average, because most of the examples are with a trending market.
