If your shift parameter in the EA is set to 1, then it should open the order when the bar closes (it is set to check signals on the first closed bar)

1. Is it a signal on a first closed bar now? Not on the open bar?
2. What does it say in the experts or journal tab of your terminal?

Is auto trading enabled or not? Is allow live trading at the EA properties enabled?
now i was watching a tester, expert open trade and close it, but then opened the new trade at least after 10 bars,strange

Check if parameters for fisher in the ea are the same as the parameters you are using in the indicator (in the indicator settings group of parameters).
just 3 parameters in indicator, all 3 the same parameters
