Script to pull EA parameters from excel file at specified intervals

I'm not sure if this qualifies as a script or EA modification but in any case, here goes. Essentially i want metatrader to pull a set of parameters from an excel file (file path/sheet number/cell reference can be fixed or variable, doesn't matter) and update them in an expert advisor (automatic trading must remain switched on, or switched off and then on again immediately after). For example, the expert advisor has 3 parameters for stop distance, indicator value, take profit, and metatrader will periodically access the excel file and pull a new set of parameters (e.g. from the first column in the first sheet) and input these parameters into the EA, while the EA continues trading.

 Ideally, I would like to be able to change the excel file path, the expert advisor that pulls the parameters, and the frequency of the update, but all those variables can be fixed if necessary.

I'm not sure how complicated this project is, can anyone do this? 

 Edit: please tell me if you can make all parameters variable (excel file path, the EA that pulls the parameters, and the frequency that it updates). I will obviously pay more if all these can be made input parameters (eg, by modifying the code in metaeditor, but you'd have to tell me where to make the changes).   

***Edit 2: I can change the file with the parameters to .csv if that makes it easier 

Please let me know who can implement it (with .csv or .excel), allowing variables to be changed (at least path and frequency, ideally also the specific EA which will pull the parameters), for <100 USD
