Ea with fractals, RSI

I need to know if someone can create an EA MT4 with my simple strategy that use this indicators:

 ▪️ Fractal 1 (The standard Fractal of MT4 aren't good, you can't modify the Period. You have to use your Fractal Indicator that you put on Market MQL5)
 ▪️ RSI set to specific Period with a value max and min (I can change value how I want)
 ▪️ The size of entry candle must be as 2 pips or more (without spike size)
 ▪️ All TimeFrames (I can change value how I want)
 ▪️ Trading time: from 8.30 to 17.30 (I can change value how I want)
 ▪️ Daily Stop Loss( P/L daily + floating = -4000$) when it reached, the EA close all open trades and stop to trade in the current day.
▪️ Daily Profit Target (P/L daily + floating= 1500$) when it reached, the EA close all open trades and stop to trade in the current day.
