Read csv file and trade accordingly

Hello,
I'm searching for  an EA that scan a CSV file with only one raw. In this raw there are the information about the trade and instrument. (tp1,tp2,tp3,sl,entryprice)   

The EA must scan the csv every 1 minute and:

1) If the trade is the same as previous scan, don't trade it
2) If the trade is new, open it and set stop loss and take profit according to the csv file.


2.a) The EA must work with two choosable mode:

First mode: The EA open fixed quantity of lot in 1 position and place sl and only tp2
Second mode: The EA open 3 order same as previous but with different tp1,2,3 



I get the csv file from Rstudio so if we can connect them in a more efficient way, i'll be happy.
