возможно ли дополнить индикатор алертом,  пуш-сообщением и возможностью отключения окраски столбика объема?

To be honest I do not think it is possibile. Every broker can have informations about the operation of its users but i dont think you can know in real time all the operations of users around the world. 
This indicator shows ticks and of course the ticks are related to your broker, that is the reason also why every broker has different spread and price.

in the setting you should see this

If you set user notification =true, when the current bar of the volume becomes red it should show an alert like this



instead if you use the indicator with the EA a custom event is received, so you need to attach the EA to this event where message is: volumes_alarm
