You can't have 2 trading accounts logged in and enabled on the same MetaTrader terminal at the same time.
If you subscribe to MQL5 VPS and you migrate your signal subcription of your first account to it, then you can login into your second account and trade with it.

Another question, please. If account #1 is trading on terminal #1, does account #2 need to be online on terminal #2 for the signal training to automatically trade for account #2?
If you have 2 MetaTrader terminals installed, you can have both trading accounts trading at the same time, the one with the signal and the other with your trading.

chat to service desk via the link on your profile page. You can ask them to reset the application page, then, you can ask them why it was rejected. If you are lucky, then, they may give suggestion what to do or not to do in the next application. Note that in general they will NOT give reason for rejection.
Note that your low rating might be a factor also.
