They get the projects and outsource it. They frequently has projects from various types and different platforms. What they do is spam the freelancers to exceute the projects. They usually has limited budget because they are not the final user/owner. They just bite a slice of budget without being a developer or understand the requests at all.

Yes. You said it all. These "project managers" are not developers. They simply use multiple accounts in all the freelance platforms to spam low prices on jobs offers in order to catch some costumer or low-grade developer. After that, they do a bad job. Never delivering a good solution to the costumer and, many times, never paying the actual developer.

If there was an introducing affiliate program and they would get 5% out of the 10% charged it would incentivize them to bring the clients here.

That explains the multiple identical orders , competing managers ig

And a lifetime 2% (so 8% mq 2% affiliate) for all subsequent orders of that person .Would make them bring the clients here instead of spam flooding everything

Sometimes it's the same person or same group of people, just in different accounts.

They are not competing at all. Many are friends or partners. When one of them is banned they send/post request through his friends accounts.

 
Note that a recurring customer is not necessarily a project manager.
