Do Cards need to Be only under the seller name to withdraw from bank.
I am Facing the Issue and am Unable to Withdraw, Everytime the error is " Declined by issuing bank ".
I've only got revert form the mql5 team to "check if i allowed the region the card is located in. Also i don't have any paypal option, Webmoney has just terrible conversion rate.
I can't withdraw due to this. I also went to check where we can allow " region " for cards. Found nothing.
Also I am thinking of getting some friend's help with his card from another country but I dont know if the card needs to be Under seller name only because many brokers do have this requirements. I don't know if thats the case with MQL too
Accumulating till 3000 to wait till wire-transfer seems odd to me also, I haven't seen anyone withdrawing through wire
Can anyone advice in this case ?

Nope be very careful of using some one's else's card, you will get "Financial operations are limited" ban from the MQL5.
Search the local banks and check if they issue a VISA card, as it receives the amounts smoothly. From my experience Mastercard always gave me the same error as you got " Declined by issuing bank ", and never made a withdrawal by it. On the other hand VISA had always worked.
If you didn't find such a bank, then contact the service desk and ask for their suggestion.

By the way, I had the same issue as yours.
tried all my Mastercard's, with no success.
Other methods were not available, then I tried a VISA card and it worked. From that time I only open bank accounts from banks providing VISA card :)
