It turned out to be my Hosts file.
I installed MT4 from a broker named Hugosway. they require their version of MT4 when I install it the program changes my host file and then I cannot connect to anything from metatrader.
I would already be very suspicious of the broker if they would modify the hosts file with their installation

An IP ban at firewall level could look like that. The resolved IP shown above is the same one I get for that domain, and it's returning in about 37ms for me:
Another test would be to try to ping something else (e.g. 8.8.8.8 or 1.1.1.1, Google or Cloudflare DNS) to verify that ICMP pings get through your Internet connection. It can connect to mql5.com, but MT4 cannot connect to any broker.
